Tarrant County, Texas, Selects Hart InterCivic's eSlate Electronic Voting System for Early Voting

Tarrant County's New Early Voting System Will Simplify and Streamline Early Voting by Personal Appearance

(EMAILWIRE.COM, October 18, 2001 ) After carefully evaluating alternatives for replacing the County's existing optical scan early voting system, Tarrant County, the third largest county in Texas, has selected Hart InterCivic's eSlateTM Electronic Voting System. The award is valued at $776,850.

Tarrant County ranks 20th among U.S. counties, with a 2000 population of 1.4 million people and 40 cities, including Fort Worth. The new eSlate Electronic Voting System will be ready and deployed for early voting for the November, 2001 elections. Early Voting by Personal Appearance in Tarrant County begins October 22 and continues through November 2.

Texas is one of several states with liberal early voting laws. Texas voters may cast their ballots in any official early voting location from the 17th through the 4th day before Election Day. Voters do not need to obtain approval in advance, nor is any reason required for voting early.

With paper ballots, early voting polling places must maintain inventories of every ballot type a voter might conceivably require. This introduces a level of logistical complexity and expense that can be eliminated with an electronic voting system. With eSlate, all ballot styles are presented electronically to early voters, greatly simplifying the management of early voting.

"We've seen a growing number of citizens take advantage of the convenience of early voting. Approximately 43% percent of those voting in the November 2000 election voted early. Ninety-one percent of those came in-person," said Mr. Parten. "The eSlate system is ideal for efficiently managing early voting in a system like we have in Texas."

The eSlate system offers several other features that set it apart from competitive electronic voting systems, including the Rotary SelectTM wheel interface that allows easy voter navigation through the electronic ballot and reduces problems typical of older touch-screen voting systems. eSlate is also lightweight, durable, and configured to provide access for visually-impaired, mobility-impaired, or literacy-challenged voters.

In addition to Tarrant County, Hart InterCivic is also installing eSlate in Harris County, Texas, the nation's third largest county with 3.1 million citizens and 1.4 million registered voters. The Harris County installation is the largest electronic voting system implementation in history.
