Open letter to California and Bush administration

Appeal from Energy Saving

(EMAILWIRE.COM, April 25, 2001 ) The founders of "Energy Saving Now" appeal for a more balanced approach to the California peak demand crises. California is the leading state in the world on environmental and alternative energy issues, it is now time to extend this to energy saving.

If things have not changed from a few years ago, California is one of the leading states in the world and as such, of global interest.

- If you take out California from US, it is the third economy in the world.

- If you take out California from US, it is the second energy consumer in the world.

- California is the leader in the world on environmental legislation. But despite the
excellent research community and research knowledge, it is not leading in energy
saving and energy conservation. It is however leading in wind power, fuel cells and
electrical solar power.

- Due to several factors, California developed to a situation of peak energy demand
crises. This is a situation that many areas will experience in the future, if good
recipes and solutions are not implemented.

California is therefore the most interesting state in the world, when it comes to handling of energy demand problems. As such, it has some responsibilities of implementing and maintaining good solutions. For us it seams that California is now trying to build and refurnish energy production plants to manage the peak demands and this way try to solve all problems. It also seams that it would be very expensive to maintain large energy production resources only for peak demands and that this also is against the California environmental policies. The debate and decisions remind us about the first energy crises 1973 and the reactions in Sweden. It is not a parallel story but we find some similarities in reactions, look at,

We believe that all avenues of energy conservation and peak demand shifting should be the first priority and at the moment this is not done in an efficient way. Without this, the current expansion of energy production will only be a diversion and delay important changes in operation policies and system dimensioning. Sweden took around 20 years to develop more relevant engineering practises and Building Codes. I wonder if California have that time.

During 1988 - 1989, Professor Emeritus Edward Sowell at Fullerton University was Visiting Professor to the Royal Institute of Technology in Stockholm, Sweden. Inspired of the Swedish research and experience, he and Engelbrekt Isfelt worked on a suggestion of research funding for California, look at,

It did not came through after initial investigations and if we remember right, the conclusion was that the energy interest was against it and the engineering community was at the time not prepared to change attitudes. This even with the well documented experiences from Sweden, look at,

One of the reason for the peak demand problem is the greater energy saving awareness from the public. A majority of this energy saving measures will be savings during off peak hours and exuberate the peak demands. This awareness and willingness is very good and it is now time to extend this to savings at peak hours.

We have even seen some articles talking about expanding nuclear power. Anyone with any knowledge of what peak demand crises is, would agree on that nuclear power does not play a part in the possible solutions. What ever opinion we might have about nuclear power. Ours is not totally against it, we could see a safe usage of low grade fuel used for low temperature heating demands. For California this will probably never be an issue.

It is now the time for California to benefit from the strong public support for energy saving and take the lead. It can develop better methods and strategies than expansion of energy production. California also have an abundance of skilled research and educational resources who understand the issues. You are welcome to contact us, if we can be of any assistance.
