Johnson Fain Wins International Urban Planning Competition For Chengdu, China

L.A. firm has won global competitions to design major districts of Guangzhou, Beijing, Shanghai, now Chengdu

(EMAILWIRE.COM, October 12, 2005 ) LOS ANGELES, CA – Johnson Fain’s master plan for the 215 square-mile (558-square- kilometer) Longquan Yi District of Chengdu in China’s Sichuan Province is the winning entry in a global design competition. This is the fourth international urban design competition within a major Chinese city that the Los Angeles-based architectural firm has won. Previously it garnered top honors for its urban plans for major districts in China’s three best known cities, Beijing, Shanghai and Guangzhou.

The Johnson Fain team led by William H. Fain, Jr., FAIA, partner-in-charge of urban design and planning, created a plan designed to position the Longquan Yi district as the major center for international commerce in western China. A jury comprised of representatives from the Municipal People’s Government of Longquan Yi District and the Urban Planning Institution of Beijing University selected the Johnson Fain scheme over two other finalists from France and Hong Kong.

“Chengdu was very much a part of world commerce hundreds of years ago when it was the head of the Silk Road. Today it has the potential to re-establish its importance in the world marketplace as the center of international business in western China,” Fain told an assembly of over 500 people convened to hear the final design presentations. “We believe that to understand the future and the possibilities for Longquan—one must understand the past.”

Chengdu, the capital of Sichuan Province, was called “China’s Paris” by Marco Polo and remains famous for its silks, teahouses and spicy cuisine. Today China’s national development policy has designated the region as the focus for international commerce in western China.

“Our plan proposes to transform Longquan Yi from an industrial suburb to a prominent international trading center offering every element of a cosmopolitan metropolis,” Fain said. He noted that Longquan Yi is strategically located in the corridor to Shanghai and suggested that possibilities exist for “just-in-time” delivery to international markets via high speed rail connection and new highways linking to Chengdu’s international airport. Longquan’s location with its mountains and plains also allows for recreation and tourism opportunities.

Under the Johnson Fain plan, Longquan Yi will include all the facilities and amenities expected by world business executives and travelers, including a compact business center, university, research park and industrial district, plus cultural, entertainment, shopping, recreational and sports venues. High quality housing choices in a variety of styles were located throughout the district to ensure a synergistic effect. The recommended infrastructure and land use patterns support international business requirements as well as the needs and commerce of local residents.

At the same time, the Johnson Fain plan recognizes the need to integrate the new center with Chengdu and extends a “radial arm” from the city to the new international trade district. The plan is based on the most sophisticated and cutting-edge sustainable development and eco-living principles. It encourages the reforestation of the mountains and expansion of the area’s famed peach orchards.

“Our plan embraces the mountains, orchards and natural surroundings that make Long Quan unique,” said Fain. “Clearly our plan builds upon the idea of a new international city but it also draws heavily on Chengdu’s tradition of public parks and use of water in public spaces as well as traditional ‘Tea Houses’ as the social centers of newly proposed neighborhoods.”

One of the nation’s leading architectural firms, Johnson Fain has a number of major projects on the boards including nine major high rise mixed-use projects in urban Southern California cities that will contain more than 6,000 housing units and approximately 500,000 square feet of retail and service space; new buildings and campus planning for biotechnology giants Amgen and Genentech, and the 300-acre American Indian Cultural Center in Oklahoma City. Johnson Fain won a 2004 National Honors Award from the American Institute of Architects for its Mission Bay master plan in downtown San Francisco.
