With voice revenues in decline - and with VoIP - likely to continue to decline for years to come, the telcos are looking for a sustainable service agenda.

"IPTV is a very risky bet," said Allan Tumolillo, COO of Probe Financial Associates, "but from the telcos' point of view, they have nowhere else to turn. They firmly believe that the 'voice era' is over and that being a broadband network, based eventually on IP, is key to their future."

"The telcos are also hedging this very same bet by aggressively selling satellite services DirecTV and DISH, and by committing billions to deploying broadband mobile networks." Tumolillo added: "At this time, IPTV is a landline option for the telcos, but very costly with serious questions over return on investment. If they should stumble and gain only small market share, the telcos would face serious financial difficulties."
