Federal Reserve Chairman Ben S. Bernanke reconfirms that the U.S. economy still needs low interest rates and added that the central bank will be ready to tighten credit “at the appropriate time.”
On the other hand, First-time jobless applications fell 14,000 in the week ended March 20 to 442,000, lower than anticipated, Labor Department figures showed today in Washington.
At 11.12 AM EDT, the Dow Jones Industrial Average was up 0.87% to 10,930.77, the S&P 500 index rose 0.92% at1,178.41 and the Nasdaq Composite Index was up 1.16% at 2,426.62.

Bank of America Corporation (NYSE:BAC) jumped over 3% to $18.10 after the U.S. largest mortgage lender, Bank of America announced a program to offer homeowners who owe significantly more than their homes are worth the opportunity to have their loan balances reduced.
Alcoa Inc. (NYSE:AA) jumped 2.20% to $14.64 as commodities strengthens on falling dollar.
Oracle Corporation (NASDAQ:ORCL) trading higher by 1.10% ahead of its fiscal third quarter numbers Thursday after the market close. Analysts surveyed by Thomson Reuters expect Oracle will earn about 38 cents per share and revenue of $6.4 billion.
JPMorgan Chase & Co. (NYSE:JPM) jumped 2.18% to $45.92 and Citigroup Inc. (NYSE:C) soared 5% to $4.36 on heavy volume.
American Express Company (NYSE:AXP) jumped over 2% to $41.86 and The Walt Disney Company (NYSE:DIS) surged 1.77% to its 52-week high of $35.00.
Pfizer Inc. (NYSE:PFE) fell 0.65% to $17.50 and E.I. du Pont de Nemours & Company (NYSE:DD) slid 0.70% to $38.50.
China Unicom (Hong Kong) Limited (ADR) (NYSE:CHU) fell 4.25% to $11.06 after it reported disappointing fourth-quarter results, dragged down by the weak performance of its 3G network.
ConAgra Foods, Inc. (NYSE:CAG) slid over 4% to $25.04 after the company posted an in-line results for its fiscal third quarter.
