COMMUNITIES UNITE TO CONSTRUCT REGIONAL PUBLIC SAFTEY INTEROPERABILTY NETWORK

Multiple communities seek and recieve federal funding to contruct regional radio interoperability network spanning 10,000 square miles.

 



(EMAILWIRE.COM, May 16, 2008 ) Lynchburg, VA - Communications interoperability among police, fire, and EMS agencies will soon become a working reality in Southwest and Central Virginia. During the spring of 2008, the Lynchburg and Roanoke MSAs will begin the installation process of the RIOS COMLINC Interoperability Network. The RIOS COMLINC Network will interconnect more than two dozen noncompatible public-safety radio systems currently operating throughout the 10,000-square-mile region. Upon completion, RIOS COMLINC will provide seamless communications among 28 Public Safety Answering Points (911-Centers) as well as Virginia State Police Divisional and State Headquarters.

In the past, high-impact events such as wildfires, floods, and tornados required mutual aid across multi-jurisdictional and regional boundaries. As a result of disparate communication systems operating on noncompatible frequencies (HF, VHF, UHF, 800 MHz), first responders had limited ability to communicate to neighboring agencies. With RIOS COMLINC, responding agencies will not only be able to talk to local first responders on dissimilar frequencies but also to State Police and neighboring agencies beyond the traditional radio horizon.

Engineered by the SyTech Corporation of Alexandria, Virginia (www.SyTechRIOS.com), the COMLINC Network utilizes the SyTech RIOS Voice-Over-IP Interoperability Gateway. The RIOS Gateway, installed at each participating location, converts traditional radio communications into TCP/IP, same language the Internet uses for data transport. The interoperated signal is then transported across available IP networks to the appropriate dispatch location. From the dispatch console, the operator has the ability to create cross-platform patches among disparate radio systems. In addition to conventional interoperability, RIOS COMLINC allows dispatch managers to remotely connect, monitor, and coordinate emergency response efforts from authorized personal computers equipped with an internet connection.

Rick Kinison, a senior radio engineer with the SyTech Corporation comments, “From long distance radio communications, remote access for dispatch managers, and options for deployable interoperability networks, Virginia is leading the pack when it comes to preparing and providing the highest degree of emergency-response communications for its citizens and first responders.” Similar multi-site RIOS systems have been installed for customers ranging from the U.S. Army and Air Force National Guard, statewide police departments, and high-density metropolitan areas.

The Lynchburg and Roanoke MSAs actively sought and won grants from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) Interoperable Communications Technology Grant program to implement the COMLINC Network. The SyTech Corporation was selected over competing interoperability manufacturers including Motorola, M/A COM, Raytheon and Cisco through a competitive RFP processes and system demonstration. The RIOS COMLINC Interoperability Network is scheduled to be completed by the year end, 2008.
