Environmental Agency Adds New Regulations to Wood Waste Disposal reports Roll Off Dumpster Rental
Some state it is simply a headache of red tape and could hurt export
The EA has issued a regulatory position statement that is titled ‘The short term storage of chipped wood waste for fuel at the dockside’ and is used to explain how come May, the EA will no longer consider the activity of dumping wood waste as 'low risk'.
Operators must now meet a list of requirements for the storage to be permitted. Those requirements are set out in a regulatory statement by the EA. The list includes, but are not limited to: Ensuring the wood is stored inside a secured and sealed container or inside a building; that it is stored for no longer than three months’ and, the amount stored at any one time does not exceed 8,000 tonnes.
The changes are in congruence with a significant increase in the total of waste wood that is exported for use as fuel to Europe over recent years. The Agency states t was “evidence of unacceptable impacts on amenity (dust) and risk of fire” at some poorly managed sites.
N an official statement, the Agency stated: The Agency said: “Poorly managed storage of chipped wood can cause a risk to the environment through dust and particulate emissions, contaminated run-off and risk of fire. As a result, there is a need to ensure that the controls placed upon its storage, pending export or import, are sufficient to minimize these risks.”
Wood recyclers now fear that the maneuver s simply creating red tape and costs to the industry that will ultimately simply cause headaches and pangs for the industry. Managing director of Wood Yew Waste in Devon, Clem Spencer, stated that the guidance could be “devastating” to certain companies.
Spencer stated: “I think this is going to be quite devastating for some people as you only have to go to the docks at Tilbury or Ridham to see thousands of tonnes stored on the dock ready to go. We can see companies having to make big investments on land they rent and don’t own.”
“This will have big implications for a lot of people. If you can’t store on the docks it will be a major problem.”
