The American Health Care System: State of the Union Opinion

President Bush addressed several concerns at his state of the union address last night. Among his chief domestic concerns was health insurance and how to properly handle the uninsured. Health care and health care costs encompass a number of complex issues on the minds of many Texans, particularly in light of the recent economic slowdown. The Texas Association of Health Underwriters (TAHU) is committed to working on solutions to improve not only better consumer access and awareness, but also a reduction in true health care costs. Although there is a balance between public and private financing of health care, we at TAHU believe that it is in the American consumer's best interest to maintain a robust private component.
Access is an important issue for Americans. We have an unmatched level of access to not only the best technology, but also the best physicians in the world. This is made possible by our private system. Although there are many things that need to be fixed within our system, we must recognize that we must preserve the private nature of the system in order to maintain the level of access we have grown accustomed to.
Awareness is also an important factor. Too many uninsured Americans (over 30 percent of the uninsured population nationally, and over 60 percent in the State of Texas) currently qualify for government sponsored coverage but have failed to enroll. We already have a solution for over a third (almost two-thirds for Texas) of the uninsured today, and TAHU is committed to increasing awareness of these programs and guiding those who qualify to enroll.
Lastly, TAHU is committed to working to reduce the actual cost of care. Our current system encourages over utilization and waste, which drives up costs significantly. In fact, a recent study claims that up to 30 percent of health care costs are wasteful and duplicative. Only by adopting "consumer directed health plans" and transparency initiatives will we be able to keep the cost of care within a manageable level.
We can all agree that there is much work to be done. There will not be a singular answer to this complex problem. TAHU is committed to working towards solutions that will benefit all Texans, as we continue our mission of bipartisan advocacy and education on behalf of all consumers.
